Abstract

Penyusunan rencana pembangunan jangka menengah daerah (RPJMD) berikut strategi maupun agenda prioritas pembangunan memiliki hubungan yang linear. Untuk itu dihindari penyusunanya hanya sebatas penjabaran janji politik atau slogan kampanye dari calon kepala daerah terpilih dan tidak berpijak dari rencana pembangunan jangka panjang daerah (RPJPD). Hal ini, akan berpengaruh terhadap efektifitas RPJPD. Kemudian strategi dan agenda prioritas dalam RPJMD harus dipahami dengan baik oleh segenap organisasi publik beserta jajarannya. Selain itu, terkait dengan kompleksnya tujuan yang akan dicapai dalam RPJPD maupun RPJMD tentunya membutuhkan pengembangan budaya organisasi publik dalam pelaksanaannya.
