ANALISIS PROMOSI PEJABAT BIROKRASI DI ERA PEMILIHAN KEPALA DAERAH SECARA LANGSUNG (Di Povinsi Kalimantan Barat Tahun 2014-2015)

Abstrak
Penelitian ini berusaha untuk memotret dan menganalisis pola promosi penjabat birokrasi di era pemilihan kepala daerah secara langsung Di Provinsi Kalimantan Barat. Hasil penelitian menunjukkan bahwa pola patronage system (spoil system) dalam promosi jabatan birokrasi masih begitu dominan dibandingkan Sistem Kecakapan (Merit System). Hal ini menjadi bukti nyata tentang kuatnya kepentingan pejabat politik, kekuatan politik dan tim sukses dalam penentuan promosi jabatan. Sebagai konsekuensinya, banyak pola pikir, sikap dan tindak dari pejabat politik yang secara langsung bertolak belakang dengan pola merit sistem (kecakapan), makin kuat dan berkembangnya reent-seeking bureaucrats, nepotisme (nepotism), like and dislike dari sudut kepentingan pejabat politik, perselingkuhan (hubungan simbiosis mutualisme) antara pejabat politik dengan birokrasi untuk saling memperkuat dan menguntungkan, melindungai dan mengamankan kepentingan prakmatis masing-masing, diabaikannya prinsif the right man on the right place, banyak pejabat birokrasi yang terkungkung dalam kondisi incompetensi, kurang inisiatif dan takut mengambil kebijakan atau resiko, kurang berfungsinya Badan Pertimbangan jabatan dan kepangkatan (Baperjakat) karena digantikan oleh dominasi kekuatan politik dan tim sukses yang bekerja dibelakang layar (tidak nampak dipermukaan, tetapi kuat sekali cengkeramannya), rambu-rambu atau aturan main banyak diabaikan, asalkan dari segi syarat kepangkatan terpenuhi, serta setiap kali akan ada promosi atau perombakan pejabat birokrasi selalu menimbulkan keresahan, perilaku kasak-kusuk, merasa teraniaya, kecemburuan, prustasi dan penurunan semangat kerja birokrat.
