IMPLEMENTASI KEBIJAKAN DANA DESA DI DESA KALIMAS KECAMATAN SUNGAI KAKAP KABUPATEN KUBU RAYA

Abstract

Desa merupakan salah satu bagian pemerintahan yang  paling rendah pada system pemerintahan di Indonesia namun menempati posisi strategis sebagai garda terdepan dalam pembangunan manusia Indonesia. Untuk menunjang kelancaran pembangunan desa telah ditetapkan suatu kebijakan distributive Dana Desa.Penelitian ini bertujuanuntuk mendeskripsikan dan menganalisis proses implementasi kebijakan Dana Desa di Desa Kalimas Kecamatan Sungai Kakap Kabupaten Kubu Raya. 

Landasan teori yang digunakan adalah proses kebijakan public yang bersifat destributif yang dikembangkan oleh Purwanto dan Sulistyastuti yang mencakup sosialisasi, delivery activities maupun pemanfaatan policy output. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan sumber informasi yang ditentukan secara purposive yang meliputi implementor Dana Desa baik pada level kabupaten maupun pemerintahan desa serta tokoh masyarakat desa.

Hasil penelitian menunjukkan bahwa tahap sosialisasi belum dapat dilaksanakan secara maksimal, delivery activities (penyaluran dana) belum dapat dilaksanakan secara tepat waktu namun pemanfaatan policy output sudah relative baik sesuai dengan skala prioritas yang telah ditetapkan peraturan perundangan yang berlaku. Oleh karenanya direkomendasikan agar sosialisasi lebih digalakkan dan penyaluran dana dapat dialksanakan tepat pada waktunya.
