Abstract

process of writing a journal is intended to provide an understanding of community participation in development planning meeting ( Musrenbang ) in the subdistrict of South East Pontianak in 2013. Issues regarding barriers to participation in the community development planning is quite interesting to study because there are many obstacles that are found in the preparation of development programs, especially in the subdistrict of South East Pontianak. through journal writing is also intended that  barriers the development planning can overcome and get a solution, so that development planning is really a need for the community and will be, accommodated and realized. Barriers to participation in the  program arranging  is Musrenbang includes three structural barriers, administrative barriers, and social barriers. The first is the structural barriers, the implementati on of Law No. 25 of 2004 concerning the national development planning system has not been able to be implemented well, second, decision-making is centralized in the government, administrative barriers are the first administrative barriers, information systems planning forums yet either, both, lack of understanding and knowledge in the community formulate development priorities, and social barriers is the first experience of the history of community planning forums that lead to disappointment because many proposals are proposed many times not realized, second, the barriers caused by social gap between the rich and poor. so that it can be seen that each issue is a barrier in the community in the preparation of program planning forums .
