PELAKSANAAN FUNGSI LEGISLASI DEWAN PERWAKILAN RAKYAT DAERAH KOTA PONTIANAK PERIODE 2009-2014

Abstract

Writing a journal is intended to provide an understanding of the implementation of the legislative function Legislative Council of the City of Pontianak period 2009-2014. The problem faced is the member of parliament is yet to reach the set targets , it is quite interesting to study because there are many problems were found in the preparation of local regulations Pontianak . Through journal writing is also referred to , so that the constraints faced in drafting local regulations can be overcome and get a solution , so drafting local regulations is really a people's aspirations and can be realized in practice . The factors that led to the implementation of the legislative function of Pontianak City Council in drafting local regulations 2009-2014 period has not reached the targets set includes four factors of the order of a factor , a factor working mechanism , the quality factor of Parliament members and experts , and factor data and facilities information . First, the order of Parliament lack of local legislators to obey existing regulations .Second , many factors working mechanism DPRD legislators who did not attend the discussion meeting local regulations that may delay the discussion of the local laws . Third , the quality factors and expert member of Parliament, where legislators Pontianak in drafting local regulations do not have experts in the formulation and local regulations . Fourth , factor data and information facilities that exist in parliament , where the facility available is quite complete but the ability of members of Parliament in using the existing facilities are lacking .
