PENGARUH KEMAMPUAN KERJA APARATUR TERHADAP KUALITAS PELAYANAN PADA DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KABUPATEN MEMPAWAH

Abstract

Tujuan penelitian ini untuk mengetahui dan menganalisis pengaruh kemampuan kerja aparatur terhadap kualitas pelayanan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Mempawah. Permasalahan dalam penelitian ini adalah masih rendahnya kualitas pelayanan yang menurut dugaan peneleti disebabkan oleh rendahnya kemampuan aparatur Dinas Kependudukan dan Pencatatan Sipil Kabupaten Mampawah. Penelitian ini menggunakan pendekatan kuantitatif dengan jenis penelitian eksplanatori. Hipotesis dalam penelitian ini bahwa terdapat pengaruh kemampuan kerja aparatur terhadap kualitas pelayanan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Mempawah. Penelitian ini dilakukan melalui uji kolerasi sederhana atau product moment, dan uji regresi sederhana dengan menggunakan sampel 24 orang pegawai Dinas Kependudukan dan Pencatatan Sipil Kabupaten Mempawah dengan menggunakan bantuan aplikasi IBM SPSS Statistic 19. Hasil penelitian ini menunjukkan bahwa kemampuan berpengaruh terhadap kualitas pelayanan Dinas Kependudukan dan Pencatatan Sipil Kabupaten Mempawah dengan angka koefisien korelasi sederhana sebesar 0,955 dengan tingkat hubungan kuat, berdasarkan perhitungan koefisien determinasi, kemampuan aparatur berpengaruh terhadap kualitas pelayanan sebesar 91,2% dan sisanya 8,8% dipengaruhi oleh faktor lain yang tidak diteliti dalam penelitian ini. Berdasarkan hasil yang diperoleh dari penelitian maka saran yang dapat dijadikan salah satu alternatif bagi aparatur Dinas Kependudukan dan Pencatatan Sipil Kabupaten Mempawah yaitu lebih meningkatkan kualitas pelayanan yang diberikan kepada masyarakat.

ABSTRACT The purpose of this study was to determine and analyze the effect of the workability of the apparatus on the quality of service in the Department of Population Civil Registration in Mempawah Regency. The problem in this study was the low quality of service which, according to the researcher, was suspected to be due to the low ability of the Civil Service and Registration Apparatus in Mempawah district. This research used a quantitative approach to the type of explatory research. The hypothesis in this study wast hat there is an influence of the ability of the apparatus to work on the quality of service in the Population Civil Registration in Mempawah Regency. This research was conducted though a simple correlation test or product momrnt and a simple regression test using a sample of 24 employees who worked at the Population ang Civil Registry Office. In addition, researchers also used the help of IBM SPSS Statistic 19. The results showed that the workability of the apparatus affected the quality of service in the of Population Civil Registration in Mempawah Regency, with a simple correlation coefficient of 0.955 with a strong correlation level. Based on the calculation of the coefficient of determination, the resuls show that the ability of the apparatus affects the quality of service by 91,2% and the remaining 8,8% was influenced by other factors not examined in this study. Besed on the results obtained from study, the researcher suggests that apparaturs in Population Civil Registration in Mempawah Regency can further improve the quality of services provided to the public.
