COMMUNITY PARTICIPATION IN ROAD CONSTRUCTION IN SUKA MAKMUR HAMLET, SUNGAI ASAM VILLAGE OF SUNGA RAYA SUBDISTRICT KUBU RAYA REGENCY

Abstract

This study aimed to describe the form of community participation in the physical infrastructure development of Sungai Asam village in SukaMakmur hamlet and to determine the inhibiting factors in the implementation of the road construction such as lack of materials, cement, sand and stone. Communities found that they were being targeted to meet a shortage of materials for road construction. Therefore, the forms of community participation in road construction are as follows: (1) Contribution of ideas (2) Participation of personnel/labor (3) Participation of Assets. While the inhibiting factors for community participation in road construction include the feeling that the assistance provided by the Kubu Raya Regency Government is not appropriate regarding the construction of village roads in the village area. The assistance is in the form of building materials (4) Skills Participation (5) Social Participation. Therefore, from the results of the research, the researcher suggests several solutions as follows: (1) Community participation must be carried out in mutual cooperation, as well as cooperation from the government and community levels, (2) The planning of the village physical development program must be simple and in accordance with the needs of the local community, (3) Decision making must involve the community and community leaders, especially those deemed capable of solving problems that hinder the development, (4) The level of communication and coordination between the Government and the community must be well established, and (5) In an effort to mobilize, generate and increase community participation, it is necessary to conduct coaching first.
