FAKTOR-FAKTOR YANG MENGHAMBAT TERBENTUKNYA PEMEKARAN PROVINSI KAPUAS RAYA SEBAGAI PROVINSI BARU DI KALIMANTAN BARAT

Abstract

This research aimed to discuss the problem of the inhibiting factors for the Expansion of Kapuas Raya Province as a new province in West Kalimantan with the aim of describing the factors inhibiting in forming the expansion of Kapuas Raya Province, in terms of Good Governance theory. This research used literature study method with descriptive research type and data collection technique in the form of data analysis. The research results indicate that the obstacles in forming the expansion of Kapuas Raya Province are due to several causes, including the first being the political aspect of the political interest between the regional government and the expansion committee. Secondly, the administrative requirements, in this case the effort to expansion of Kapuas Raya Province, must complete the territorial boundaries and wait for the Draft Government Regulation on Regional Planning and the Draft Government Regulation on the macro regional planning design. The expansion of Kapuas Province can be carried out after the issuance of the two Draft Government Regulations. Finally, this moratorium policy affects the delay in forming the region because it can create a budget burden on the central government and is considered unable to implement governance and development optimally so that public services cannot be provided properly. It is recommended that the central government should accelerate the ratification of the Draft Government Regulation on Regional Planning and the Draft Government Regulation on the macro regional planning design and revoke the moratorium policy.
