IMPLEMENTASI KEBIJAKAN UU NOMOR 22 TAHUN 2009 TENTANG IZIN TRAYEK ANGKUTAN UMUM DI KABUPATEN SINTANG

Abstract

The purpose of this study is to describe and analyze the process of implementing policies regarding public transport route permits in Sintang Regency, especially oplets as public passenger cars. This study uses a descriptive type of research with a qualitative approach. The location in this research is Sintang Regency. This study looks at the theory put forward by Charles O. Jones (in Widodo, 2006: 90) which states that there are 3 stages in the success of a policy implementation process, namely: 1). Organizing stages, lack of role of implementers and Organda in managing public transportation, 2). The interpretation stage has been carried out according to the provisions 3). Application stage, there is public transportation that is no longer feasible but is still operating.The results of this study indicate the lack of cooperation between the implementor and the organda so that the organda's role in managing the oplet is also no longer running. There are several oplets that are no longer feasible to operate and are very dangerous for public transport users. The policy of Perbup No. 26 of 2014 is no longer optimal. In order to be effective, it must be measured by the number of oplet vehicles that are eligible to operate, comply with the KIR test and the people who still use the oplet also feel that they get a difference in the current condition of the oplet.
